Tuition Waivers for Nonresidents

Mandatory Reading for All Residency for Tuition Purpose Applicants
The resources listed here describe the various ways in which you may be eligible for in-state (resident) tuition under the provisions of Utah state law and University of Utah Institutional Policy. These documents explain the general rule of the law and exceptions that may allow you to waive the time requirement and apply for residency immediately. Review these materials carefully.
Non-residents eligible for reclassification must submit a complete reclassification, certification, or military form by the applicable term deadline with all required supporting documentation.
Please note that retroactive tuition waivers for past semesters are not granted.
Residency for Tuition Purposes Calendar
Nonresident Tuition Waivers
Some students may qualify for a waiver of the non-resident portion of their tuition through:
- House Bill 144
- House Bill 118
- Border Waiver
These are made possible by Utah state law. Please select one of the options to find out more:
The bill passed in 2002 to allow eligible Utah high school graduates the opportunity to attend Utah universities and colleges and have the non-resident portion of their tuition waived.
You may qualify if you:
- Attended a Utah high school for three or more academic years.
- Graduated or will graduate from a Utah high school or attained the equivalent of a high school diploma (GED) in Utah.
- Have not registered for college classes prior to the Fall 2002 academic school year.
- Do not hold a current visa.
- Have filed or will file an application to legalize their immigration status as soon as they are eligible to do so.
The following criteria is required:
- House Bill 144 Non-Resident Tuition Waiver application
- Utah official high school transcript/transcripts verifying:
- Minimum attendance of 3 academic years at Utah high school/high schools
- Completed graduation date from Utah high school
How to apply?
You can apply for the House Bill 144 tuition waiver after you have been admitted as a student at the University of Utah. Complete the House Bill 144 Tuition Waiver Form, link below:
*Requests for House Bill 144 consideration must be submitted with all required documentation by the tuition payment deadline listed on the University of Utah’s academic calendar. Once a decision has been made regarding your House Bill 144 waiver request, you will be notified by email.
This bill allows eligible Utah high school graduates the opportunity to attend Utah universities and colleges and have the non-resident portion of their tuition waived.
You may qualify if you:
- Are a foreign national legally admitted to the Unites States (holds a non-immigrant visa such as F-1, H-4, J-1, etc.).
- Attended a Utah high school for three or more academic years.
- Graduated or will graduate from a Utah high school or attained the equivalent of a high school diploma (GED) in Utah.
The following criteria is required:
- House Bill 118 Non-Resident Tuition Waiver application
- Utah official high school transcript/transcripts verifying:
- Minimum attendance of 3 academic years at Utah high school/high schools
- Completed graduation date from Utah high school
- Copy of active U.S. Immigration non-immigrant visa
How to apply?
You can apply for the House Bill 118 tuition waiver after you have been admitted as a student at the University of Utah. Complete the House Bill 118 Tuition Waiver Form, link below:
*Requests for House Bill 118 consideration must be submitted with all required documentation by the tuition payment deadline listed on the University of Utah’s academic calendar. Once a decision has been made regarding your House Bill 118 waiver request, you will be notified by email.
The Border Waiver Tuition Reduction Program is a nonresident partial tuition reduction program awarded initially only to:
- A nonresident undergraduate student who has not previously been enrolled in a college or university in Utah;
- Who has enrolled full time for ten or more credit hour;
- Whose legal domicile is within approximately 100 highway miles of the USHE institution at which the recipient wishes to enroll, or within such distance or such designated eligible communities or regions as the Board may establish for each institution;
The following criteria is required:

- Border Waiver application
- Proof of domicile address being within approximately 100 highway miles of the University of Utah
- Proof of domicile address can be one of the following:
- Student’s State driver’s license or photo identification
- Student’s Voter registration
- Student’s Vehicle registration
- Student’s state tax return filing from most recently completed tax year
- Proof of domicile address for the following towns that have been assigned to the University of Utah by USHE accepted:
- Lyman, Wyoming
- Mountain View, Wyoming
- Evanston, Wyoming
- West Wendover, Nevada
- Proof of domicile address can be one of the following:

Additional Resources
If a student cannot provide official documentation of high school graduation, the Office of Admissions will work with them to collect supporting and comprehensive documentation detailing their situation. The Office of Admissions will then present the case to OGC to determine whether it can be reasonably understood that the student meets the requirements for the house bill.
Supporting documentation can include but is not limited to unofficial transcripts, public reports of school closures or graduation dates, affirmations from other USHE institutions, etc.
Several scholarships are available to students who qualify for House Bill 144, DACA or are non-FAFSA eligible including, but not limited to:

- Other scholarship opportunities
*Please note: This is not a comprehensive list, as scholarships are regularly posted throughout the year.
There are limited opportunities available to help international students pay tuition at the University of Utah.
Many departments offer funding to students once they have declared their major and have completed at least two semesters at the University of Utah.
