Fully Paid Tuition & Fees
Utah Promise ensures full coverage of tuition and mandatory fees with scholarship and grant funding for Utah resident undergraduate students whose family household income and assets are each less than $100,000 per year.
Who Qualifies?
Qualified applicants must meet the following criteria:
- Be a Utah resident
- Be a first-time, first-year student
- Have an unweighted high school GPA of 3.5 or above
- Have an annual family income and assets each totaling less than $100,000 as determined by the Free Application for Federal Student Aid (FAFSA)
- Must complete their university admissions application by the December 1 priority deadline
- Must complete and submit the FAFSA by the February 1 priority deadline (University of Utah School Code is 003675)
- Must have graduated high school in 2026 or later (students who graduated in previous years and have deferred their admission to 2026 are not eligible)
Step 1: Apply
Submit your University of Utah application and any supporting documents by the December 1 deadline.
Step 2: Submit your FAFSA
Complete the FAFSA by the February 1 priority deadline.
Step 3: Admission
Wait to be admitted and receive your letter of acceptance.
Step 4: Notice of Eligibility
The U will contact you regarding potential eligibility for the scholarship.
Step 5: Confirm Enrollment
Complete enrollment at the University of Utah.
Step 6: Attend the U
Attend classes and begin your education.

Utah Promise covers tuition and mandatory fees (last dollar award after all other gift aid considered), but will not cover books or housing.

This new scholarship increases access to higher education for Utah students and ensures that they not only enroll, but graduate. The U is committed to helping students complete their degrees and reducing barriers to college such as tuition costs.

No, the Utah Promise scholarship is a separate program administered completely by the University of Utah and has its own eligibility and renewal criteria. More information on USHE's Utah Promise Grant, which is a statewide program, can be found on the USHE website. It is possible that students enrolling at the U will be eligible for both programs.

Students qualifying for more than one university merit scholarship will receive the one of greater value. As a last-dollar scholarship, Utah Promise will cover the remaining tuition and mandatory fees after all other scholarships and grants have been applied. The amount of the Utah Promise scholarship is not fixed and is determined each semester by calculating the gap between a student’s total costs (tuition and mandatory fees) and the total of other scholarships and grants they have been awarded.
